UNC Deputy Commander Reinforces Partnership with Norway, Highlights Shared Security Interests During Oslo Visit
OSLO, Norway — United Nations Command Deputy Commander Lieutenant General Scott Winter recently visited Oslo, Norway, engaging with senior Norwegian foreign and defense officials to explore opportunities for the Norwegian Armed Forces to contribute to security on the Korean Peninsula and to emphasize the deepening interconnectedness between the European and Indo-Pacific theaters.
The visit reinforced the historic and ongoing role of Norway as a foundational UNC Member State, while addressing how the multinational framework continues to evolve in response to global security dynamics.
During his consultations with Norwegian defense and diplomatic leaders, LTGEN Winter underscored the contemporary relevance of the command within the global security environment.
"The contemporary value of United Nations Command lies in its role as an enduring multinational framework dedicated to Armistice implementation, deterrence, and coordinating the collective will of our Member States," Winter stated.
"Our focus is on adapting this mission to strengthen our direct connections with national capitals, aligning collective messaging, and enhancing multinational crisis management."
A central focus of the high-level defense dialogues was the expanding military collaboration between the Democratic People's Republic of Korea and the Russian Federation, and its direct implications for both Euro-Atlantic and Indo-Pacific stability.
LTGEN Winter observed that DPRK involvement in Russia’s ongoing war against Ukraine has accelerated European recognition of the shared security environment.
"The DPRK's tangible support to Russia’s war effort has significantly increased European willingness to engage directly with Indo-Pacific partners," said Winter.
"We are seeing tangible momentum through growing participation from European Member States, including France, the Netherlands, and Germany, even as nations balance persistent domestic resource constraints."
In addition to governmental consultations, LTGEN Winter engaged Norway’s leading strategic policy institutions to broaden dialogue on regional and global security challenges.
At the Norwegian Institute of International Affairs, Winter recorded a feature episode of their flagship global politics podcast, "The World Stage," discussing the enduring mandate of United Nations Command, maritime and regional deterrence, and why stability on the Korean Peninsula remains vital to European security interests.
Later, LTGEN Winter held a robust and thought-provoking roundtable hosted at the Norwegian Defence University College. The roundtable brought together leading defense scholars, security analysts, and regional experts to assess Republic of Korea regional engagements, the dynamics shaping China–Russia–DPRK ties, and broader European–Indo-Pacific defense alignments.
"Security in Europe and in the Indo-Pacific are no longer separate conversations," Winter concluded.
"Our engagements in Oslo reaffirm that the bonds forged under the United Nations Command flag remain just as essential today for upholding the rules-based international order as they were over seven decades ago."
